Note:  For 005 District personnel, Evening Watch will be considered 3rd Watch.

CPSA Medicare Supplement Plan

With the input of many retirees, the Association is able to provide a Group Medicare Supplement for its eligible members.  This plan differs from the Medicare Advantage Plans and is another option for you to consider.  The “Retiree Medical Program for Chicago Police Sergeants Retirees Association” plan is ready for your review.   This program is for Medicare eligible retirees who are over age 65.  Click here for the CPSA Medicare Supplement Plan information.  Meetings to answer any further questions that you may have about the plan are scheduled for 11:00 AM on Monday, December 12 at the CPSA office, 11:00 AM on Saturday, December 17 at MAF Companies located in Oak Brook, IL at 1200 Harger Rd., Suite 718, and 11:00 AM on Monday, December 19 at the CPSA office.  For questions about the plan or to enroll, call United American at 1-855-454-5623.

Senate Bill 440 Passes in the General Assembly

Yesterday afternoon SB 440 had the amendatory veto overridden by both houses. This bill was initially filed on 1/28/15 and passed both houses on 6/6/16. The bill was sent to the Governor and on 8/26/16 the Governor placed an amendatory Veto on it. Yesterday in the late afternoon the Amendatory Veto was overridden by both houses.

This bill has many moving parts. The reason the Governor placed the Veto on the bill was du…e to the part of the bill that increased the Tier 1 automatic annual increase in retirement annuity under the Chicago Police and Chicago Firefighters Articles of the Illinois Pension Code for persons born after December 31, 1954 but before January 1. 1966.

What does all that mean? It means that SB 440 passed the House today with an 81 – 31 bi-partisan vote. This means that if you were born before January 1, 1966 you will receive the 3% COLA increase. I have received several calls on this topic and thought that this brief email should help to clear things up for those interested. If you have any more questions on this bill please feel free to call us in the office. Be safe, and thanks for all that you do.

I would be remiss if I did not give the appropriate thanks to those that made this entire bill possible. Through the hard work of Firemen’s Annuity and Benefit Fund Secretary Anthony Martin and Policemen’s Annuity and Benefit Fund Rep Michael Lappe, the bill became reality. The bill when initially introduced only regarded Fire. Chief Legal Counsel and Director of the PBPA, and our legislative liaison Sean Smoot was instrumental in assuring that police were added to the bill. He worked long and hard to rally for us and to be certain that everything in this bill was applied equally to the police as well as fire. For his efforts, professionalism, and guidance I would like to say “Thank you Sean”.

54th Annual Golf Outing

Thank you to all of the participants and sponsors of our Annual Golf Outing and Raffle that supports the Active Sergeant Death Benefit.  Well over 250 golfers and guests enjoyed the day and their generosity was again overwhelming.  The outing and raffle are the only funding source for this benefit that immediately pays $5,000 to the family or loved one of a sergeant that passes away.  Without your help, we would be unable to sustain this benefit.  Thanks again for your continued support of this important fund.

About the C.P.S.A.

The Chicago Police Sergeants’ Association (C.P.S.A.) was established on September 6, 1907. The Association became incorporated on March 3, 1978 and was organized for the purpose of forming an association comprised of men and women who were employed by the Department of Police, City of Chicago and who hold or have held the rank of Sergeant. The goal of the corporation was, at that time, to through the united effort of the members, to promote the best possible working conditions for the members of the association (...“Nothing herein shall be deemed to authorize the corporation to act as a union.”).

In 1998 the C.P.S.A., became a member of the Police Benevolent & Protective Association (PB & PA of Illinois). As the CPSA, the association still actively maintains a social and fraternal organizational structure. As Unit156A of the PBPA, Illinois, the Chicago Sergeants have expanded their horizons and have become not only a fraternal organization but a labor union created to protect the rights of its’ members and to advance their best interests and concerns through the bargaining process.

Mission

The mission of the Chicago Police Sergeants' Association is to promote the fair and equitable treatment of all Chicago Police Sergeants; to provide assistance to any Sergeant who has been wronged by the city or department, who have had their contractual rights denied, as well as those who have been denied the rightful benefits that their employer provides; to prevent any type of job discrimination, unfair practices, reprimands, or suspensions which may arise; to work diligently for and with all Sergeants while acquiring and maintaining the best possible working conditions and benefits for all members through the collective bargaining process;maintain and promote a social as well as a fraternal organization; provide assistance to all members and their families in their time of need; and promote the morale and welfare for the collective good of all Sergeants of the Chicago Police Department.
